However well designed the plan, when it is implemented, events are likely to turn out differently from what was forecast.  What is important is to be able to identify when this is happening, so that the root cause of the problem can be determined and appropriate corrective action be taken to put the project back on course.

Here again, the value of having a rigorously designed project plan comes into its own.  If a plan has been developed with clearly defined work packages, assigned budgets and associated resources and timescales, it provides the basis of a clear control system for the project.  Like a map plotting your route to a chosen destination, having such a plan does not spare you from having to make the journey.  However, it does enable you to readily identify the progress you are making and determine what needs to be done at any stage to get back on track.
